Re-coat times depend on the specific formula and shop conditions, but most industrial polyurethanes can be sanded and re-coated within 2 to 4 hours. It is essential to ensure the previous coat is dry enough to powder when sanded; if the sandpaper "corns" or gums up, the finish needs more time to cure before the next layer is applied to avoid adhesion issues.

Yes, provided the stain is completely cured. Oil-based stains typically require at least 24 hours of dry time before being capped with a high-performance topcoat, while water-based stains may dry much faster. Applying a topcoat over a wet or damp stain can cause "crawling" or poor adhesion, so always verify that the substrate is dry before proceeding.
